July 1995 Establishment of the Daviess County Public Library as a separate Taxing District by the Fiscal Court
October 1997 Director conducted research to determine cost estimates for the establishment of a full-service branch in the eastern part of the county.
May 1998 Commencement of Long-range planning process with 16 member community-based planning committee and consultant Sandra Nelson
May 1999 Final long-range service plan approved by Library Board
January 2000 Facilities planning began with RBS Design
April 19, 2001 RBS Design presented final facilities plan to the Library Board
August 2001 Evaluation of various new properties for consideration as potential sites for Library relocation

July 2002 Library contacted Boyle about the sign and listing of house and property located at 522 Griffith Avenue, house already sold.
July 2002 User-survey was conducted (part of the building program) within the library the week of July 22nd. The user-survey was also printed in the Messenger-Inquirer.
August 24, 2002 Library Board approved updated long-range planning service goals and objectives for 2002 through 2005.
August 24, 2002 Library investigated property at 1618 Alderson and authorized bidding at auction. Question of property lot size arose and Library declined to bid due to uncertainty.
September 15, 2002 Contacted Craig Smith about possibility of Library's interest in the former Boyle Property at 522 Griffith Avenue and Negotiations commenced.
November 15, 2002 Acquired house and property at 522 Griffith Avenue for $225,000
November 26, 2002 Attended a special meeting of the Dogwood Azalea Trail Neighborhood Alliance to address their questions about the Library's recent acquisition of property and longer-range plans.
December 12, 2002 Appeared before the Owensboro Metropolitan Planning Commission ("OMPC") for facilities planning review of the acquisition of house and property at 522 Griffith Avenue. The acquisition was approved unanimously by the OMPC Board as being in compliance with the OMPC Comprehensive Plan.
December 18, 2002 Work session with Library Staff and Meeting with Board and Library Planning Associates Consultant to review preliminary results of work to-date

January 3, 2002 Sent letter to architectural firms requesting proposals
January 7, 2003 Letter and formal notification from OMPC that the acquisition of 522 Griffith Avenue was in compliance with the OMPC Comprehensive Plan.
January 15, 2003 Board entered agreement with PDR/Tetra-tech to formally evaluate the footers and foundations of the Library and opine about the possibility of adding another floor.
Board chose the firm Wyatt, Tarrant and Combs of Bowling Green, Kentucky to act as Bond Counsel.
February 4, 2003 Received fifteen proposals from Architectural Firms in response to the solicitation.
February 19, 2003 Library Board heard a presentation from Tetra Tech, Inc. indicating that an additional story can be added to the current library building.

March 17, 2003 Library Building Committee selected a shortlist of five architectural firms to invite for interviews.
March 19, 2003 Library Board approved the shortlist of architectural firms.
March 19, 2003 Library Board approved an option to purchase property at 1624 Alderson Court for $215,000. $5,000 will be paid to Rick and Tennie Triplett for an 8-month option.
March 20, 2003 Option to purchase property was signed by Rick and Tennie Triplett
April 16, 2003 Library Board selected Vaughn Engineering to complete a survey of the library property.
May 19 & 20, 2003 Library Building Committee interviewed five architectural firm. Two firms were eliminated and additional information was requested from the remaining three.
June 2, 2003 Tuck-Hinton Architects was chosen by the Building Committee for Board recommendation.
June 3, 2003 Selection of Tuck-Hinton Architects was approved unanimously by the Library Board.
June 12, 2003 Library Board President, Frank Brancato and Library Director, Deborah Mesplay met with Seab Tuck and Mary Roskilly of Tuck-Hinton Architects to discuss the feasibility study.
June 18, 2003 Sam Connor, Financial Consultant with Hilliard Lyons and Parker Duncan, Bond Counsel with Wyatt, Tarrant and Combs made presentations to the Trustees, at the regular monthly board meeting, regarding bond issues. Mr. Duncan discussed the overall process, and Mr. Connor discussed his review of the library’s financial situation and recommended a tax increase of 5 cents.
June 2003 Vaughn Engineering conducted a survey of library property.
June 2003 Hartz Construction was selected by the Library Board to provide construction services during the feasibility study.
June 26, 2003 Meeting with architects, building consultant and library staff to review program information.

July 16, 2003 Architect, Seab Tuck and representatives from Hartz Construction (Ben and Frank Hartz) made a presentation to the Trustees regarding the estimated building cost of a new library facility. A reimbursement resolution, prepared by Parker Duncan, was approved at this meeting.
July 17, 2003 Daviess County Fiscal Court meeting, Gary Boswell addressed Court regarding library tax issue.
August 4, 2003 Special Board meeting of the Library Board to reaffirm the tax rate set on July 14, 2003 from 4.1 to 9.1 cents.
August 8, 2003 Emergency meeting of the Library Board to rescind the previously approved tax rate of 9.1 cents, and to replace that rate with a new levy of 5.6 cents.
August 12, 2003 Staff met with Seab Tuck and Mary Roskilly of Tuck-Hinton Architects to review the library program in an effort to reduce the square footage from 84,000 (as recommended in the final building program) to 70,000

September 3, 2003 Feasability Study presented by architects Seab Tuck and Mary Roskilly.
November 19, 2003 Option to purchase the Triplett property, at 1624 Alderson Ct, was extended to December 31, 2003. $1,000 will be paid to Rick and Tennie Triplett.

January 21, 2004 Agreement with Owensboro Public School System, to trade the existing library property for property owned by the OPS on Frederica Street between Ford Avenue and Maple Avenue, was approved by the DCPL trustees.

September 3, 2004 Press conference to announce plan to lower library tax rate
September 7, 2004 Library Board votes to rescind 7.1 cent tax rate and to advertise 6.6 cent tax rate in special meeting.
September 21, 2004 Libs refuses to accept petitions from anti-tax group.
September 22, 2004 Public hearing to hear comments about 6.6 cent tax rate.

December 15, 2004 Library Board votes to roll back tax rate to 5.7 cents and to appeal the balance of the order.
January 24, 2005 Library Building Committee meets with architects to discuss building options with current tax rate of 5.7 cents.
March 16, 2005 Library Board votes to proceed with the design of a 50,000 square foot facility and soil testing of OPS property. 
May 5, 2005 Results of soil tests confirm that OPS property can support the proposed library facility.
May 12, 2005 Owensboro Metropolitan Planning Commission approve a plan allowing the Daviess County Public Library to swap land with Owensboro Public Schools.
May 25, 2005 Library Board approves the land swap with Owensboro Public Schools.
August 11, 2005 Owensboro Metropolitan Planning Commission approves the re-zoning and consolidation of the Frederica Street properties.
December 16, 2005 The Appeals Court upholds the decision of the Circuit Court.
December 21, 2005 Library Board votes to award demolition contract to GADCON

January 25, 2006 Library Board votes to select KACO (Kentucky Association of Counties) for construction loan financing

June 15, 2006 Library Board votes to approve Naming Opportunities for the new building as recommended by the Foundation Board
July 20, 2006 Library Board votes to award phone system bid to Digital Connections Inc.
September 6, 2006 Library Board holds public hearing to set the tax rate for fiscal year 2006/2007
September 19, 2006 Library Building Committee holds meeting to hear presentation from Landscape Architect. Neighbors adjacent to the building site and representatives from the Dogwood Azalea Neighborhood Alliance, PRIDE and the Botanical Gardens attend.
